EU Member States Endorse Controversial Trade Deal, Defying Parliament Pressure

European Union member states have officially endorsed the controversial terms of a trade deal with the United States, a move widely seen as an attempt to placate the Trump administration. The agreement mandates the EU to drop tariffs on most US industrial goods to zero, while European exports continue to face significant US duties.

The decision was finalized on Friday, with the 27 member states backing the European Commission’s proposal by a majority vote. This approval comes despite widespread criticism that the deal disproportionately benefits the US and humiliates Europe on the global trade stage.

The agreement, brokered last summer between the Commission and the Trump administration, settled months of escalating trade tensions. Under its terms, the EU will reduce its tariffs on most US industrial imports to zero, while European goods face a 15% tariff rate upon entering the US market.

US trade representatives have been actively urging EU capitals to fast-track the implementation. A US delegation visited Brussels this week specifically to push for the swift execution of the tariff cuts.

The political atmosphere surrounding the decision was tense. EU countries debated introducing a “sunset clause”—a mechanism that would automatically terminate the tariff concessions after five years unless renewed. Ultimately, this clause was not adopted by the member states, signaling a reluctance to antagonize President Donald Trump.

The Commission has staunchly defended the deal, arguing it represented the best possible outcome given Trump’s aggressive trade stance. Brussels insisted the alternative—a full-blown trade war—would have been significantly worse for the bloc.

In approving the deal, the member states did include two notable provisions. They backed a clause allowing the Commission to suspend the deal if the US fails to uphold its side. Crucially, they also approved a safeguard mechanism, enabling the temporary halt of the agreement if a surge in US imports disrupts the European single market due to the tariff concessions.

The issue of the sunset clause remains alive within the legislative process. Member states debated its potential inclusion and expect the European Parliament to champion the idea in upcoming negotiations. Most countries could reportedly accept the clause, but Germany remains a key opponent, fearing the measure could provoke US retaliation.

The final text must be agreed upon by both the Council (member states) and the European Parliament by next spring. German MEP Bernd Lange, who heads the Parliament’s trade committee, has already included the sunset clause in his official report on the deal’s implementation, setting the stage for a likely institutional battle.

Commission officials are hoping that the Council and the Parliament will avoid unraveling the complex agreement negotiated with Washington. Their primary concern is that a rejection could trigger another round of trade escalation, amplifying the trade war they have worked to avoid.
